Are there limits to what a two-thirds majority in Parliament can do?

A “two-thirds” majority can amend the Fundamental Law – but can it actually make any changes it wants? According to a recent decision by the Constitutional Court of Hungary, the Court’s authority to review constitutional amendments is rather limited.
