Dr. Mark Milosch was the Chief of Staff of the Commission on Security and Cooperation in Europe (Helsinki Commission), a U.S. government foreign policy agency. He has a law degree and a doctorate in modern European history, and has worked in foreign affairs for the U.S. Congress and a nonprofit foundation. He is the author of Modernizing Bavaria: The Politics of Franz Josef Strauss and the CSU, 1949‒1969.
